They will simply build a factory elsewhere. So the only thing preventing it from being built gets Buncombe, is less income, and 200 less jobs.

Additionally, Asheville is struggling. Massive failures in material delivery have placed an enormous amount of scrutiny and question the future of the site. If a union were to be developed, and a strike were to occur, I can only imagine that it would make an already increasingly convincing decision to shut Asheville down that much easier.
